A PEOPLE'S CAMPAIGN · MATCHED DOLLAR-FOR-DOLLAR UNTIL THE $10M POOL IS USED
A mission measured in generations should not live grant-cycle to grant-cycle. The ask is sized honestly to the mission – and structured so every Singaporean, from a listed company to a schoolchild, can put a name on it:

The gaps are printed, not hidden: about $13.5M across Years 1–3, held in short-term government bonds as it is raised – about $3.4M more than the two Lighthouses alone would need, and the hardest number in this Part. Most of the rise since version 1.2 is the apprentices' wage (§3.3); the rest is the Fellowship's CPF and its stewardship (§4.2), a lawful relief day (§2.7) and, from version 1.4, the starting count at Tekka (§6.1). Year 1's bridge is the campaign's first test. Year 3 now has no optional part: the second centre's Security Package, which used to wait until the tests of §6.5 were met, is now part of each pilot centre's own costs, paid for a year earlier. If the campaign stalls at the first close (a fundraising milestone), Tekka does not open and the gaps shrink to the Lighthouses' own, about $10M (§7.8). That is what design-to-cost means. "Govt matching (ops)" is a Government grant towards running costs, sized to match the gifts for spending in Years 1–3. Follow the Plate assumes it continues at $500K a year if Government keeps it (the Budget Book, B.9). It is a Budget cost, listed in §7.7. It and the Cultural Matching Fund can never match the same dollar: the Fund does not match gifts already matched by another government grant (the Budget Book, B.6.2).
