§6.5Gate Criteria to Scale
Up to five centres, the test is each centre's own vote (§6.2). Going beyond five – a sixth centre, or any pool of relief cooks or Fellowship beyond the five – waits until the evaluator confirms five things across all the pilot centres, no earlier than month 43 after the Lighthouses open (midway through Year 4, when every pilot centre's first graduates have had twelve months in their own stalls): (a) at least 70% of Fellowships across the pilot centres have completed documentation and apprentice cycles, and no centre is below 50%; (b) every pilot centre's first graduates are in stalls, and at least 80% of all of them are still running one at month 12; (c) a trust index of at least 55%, and rising, at every pilot centre; (d) at least six Succession Mortgages signed or in escrow, at two centres or more; and (e) the full $40M of the endowment has been raised, with each further centre's first two years funded before it opens (Part VII). Money follows proof.
