§3.3Apprenticeship

  • BUILDS ON · HDP TRAINING STAGES

The Hawkers' Development Programme proved the front of the funnel: aspiring hawkers will show up for structured training with allowances – 566 did. It also finishes a brief the Government accepted in 2017 and the HDP never took up: the Hawker Centre 3.0 Committee's training pathway "could include training on traditional hawker fare so as to help preserve the hawker heritage" (Recommendation 1). And it is kin to NHB's own Heritage Apprenticeship, piloted since August 2024, six months at a master's side in three Malay crafts (§2.6). The Seed Bank apprenticeship deepens rather than duplicates the HDP: HDP's classroom stages remain the natural on-ramp, and the current HDP review (the Minister confirmed it to Parliament on 5 November 2025) is the natural moment to connect the two. Others train cooks too: Temasek Polytechnic's Hawkerpreneurship work-study (12 months, four of them apprenticed, from 2021) and Hawker Boys, which trains young cooks and places them with partner hawkers. The Seed Bank partners them as on-ramps too. What changes is the middle – a structured 18-month cycle at the master's side: working beside a Master Fellow at his own stall as a registered stall assistant, then cooking his dish for his regulars on his relief days (§2.6). Apprentices are paid the Progressive Wage for a food or drink stall assistant – $2,220 a month from July 2026, $2,360 from July 2027 and $2,500 from July 2028 (MOM, 16 Mar 2026) – plus employer CPF at the apprentice's age band, for all 18 months of the cycle. An apprentice does an assistant's work at the master's stall, so he is paid an assistant's wage. Granted, the Progressive Wage does not bind a hawker stall. Still, version 1.2's $1,500 a month would have paid a Singaporean apprentice less than the minimum that plan set for a foreign one, and I would rather pay the wage than defend the gap. The budget rises with it, and Part VII prints by how much (§7.1). Intakes are deliberately small – two for each Master Fellow, twenty in Year 1 across the two Lighthouses, growing only as fast as graduates can be placed in stalls, not ahead of it – because §3.4 makes each graduate a funded commitment, not a statistic.

This is a working paper for public discussion. Every number in it is an invitation to improve it. Corrections and better data are welcome.
