§2.8Hawker Apprentice Work Pass

  • DEFERRED · NOW IN IDEAS FOR LATER (§7.9)

Version 1.2 proposed a restricted pass for one foreign apprentice a stall. I have deferred it, and the full idea now sits in Ideas for Later (§7.9). Three reasons, in order:

  • The Government has answered the question behind it. On 10 September 2026 Kenneth Tiong of the Workers' Party asked why work permit holders may work in coffeeshops and food courts but not in hawker centres, and whether that would be reviewed. The Minister, Grace Fu, left the rules as they are. Her reply keeps stallholding to citizens and permanent residents who run their own stalls, lets them hire long-term visit pass holders, says that "Hawker centres are a unique part of Singapore's cultural heritage and it is important to preserve the local identity", and adds: "We will continue to monitor the situation and review our policies where necessary" (MSE, 10 Sep 2026). It does not mention work permit holders in so many words. MOM gave the same rule in February: "To preserve the local identity of our hawker culture and heritage", only citizens and permanent residents may be stallholders (MOM, 25 Feb 2026). The position is recent and plain, and a pilot built against it would spend goodwill the rest of the plan needs.
  • A local route is already open, and growing. Since 1 January 2025 hawkers may hire long-term visit pass holders as assistants: about 170 were hired in the first six months, and about 300 were working as stall assistants in cooked-food stalls at 1 August 2026 (MSE, 22 Sep 2025 and 10 Sep 2026).
  • It was not new. Leong Mun Wai proposed one work permit holder per stall in the debate of 13 November 2024, and the Senior Minister of State called the idea "not inconceivable" (the Record, A.7).

So the pass leaves the plan's levers, its package, its budget and its ask. The section keeps its number, so that every reference to §2.9–§2.12 still holds.

This is a working paper for public discussion. Every number in it is an invitation to improve it. Corrections and better data are welcome.
