§6.4Independent Evaluation
- UNCONDITIONAL PUBLICATION RIGHTS
Before launch, the Seed Bank pre-contracts an independent research institution – an IPS- or NUS-calibre team – with three properties fixed in the contract: (1) a published baseline before any programme activity; (2) annual public reports against the Part III metrics; (3) unconditional publication rights – the Seed Bank may correct facts, never suppress findings. The evaluator may set the pilot centres beside the figures MSE already publishes for the socially-conscious enterprise centres. It also compiles the §2.10 market-transparency reports, keeping the institution's report card and the market's data out of the institution's own hands. Every report also returns to the hawkers and residents who took part, so the people the findings describe help decide what changes next. This is the cheapest credibility money can buy, and, we hope, the feature critics will find hardest to fault.
