§6.4

Independent evaluation

An IPS- or NUS-calibre institution, contracted before launch, publishes a baseline and annual reports, with unconditional publication rights.

The Seed Bank may correct facts but never suppress findings. The evaluator also compiles the §2.10 market-transparency reports, and the companion volumes give it the hawker livelihood dataset (§2.11.2) and the Plate Ledger (Follow the Plate, D.8). Every report returns to the hawkers and residents who took part.
