Proposals · Part VI · Year Zero, the Lighthouses and the Pilot Centres

§6.5

Gate criteria to scale

Up to five pilot centres each pass their own veto; going beyond five unlocks only when the evaluator certifies five conditions across all of them.

Certified across all the pilot centres at month 43 or later after the Lighthouses open, midway through Year 4: at least 70% of Fellowships completing documentation and apprentice cycles, and no centre below 50%; every pilot centre's first graduate cohort landed, with at least 80% of all landed graduates still operating at month 12; a trust index of at least 55% and rising at every pilot centre; at least six Succession Mortgages signed or in escrow, at two centres or more; and the final endowment close achieved, with each further centre's first two years funded before it opens. The gate governs going beyond five centres, from Year 4; up to five, each centre's own vote decides (§6.2).
