Proposals · Part II · Rebuilding the hawker economy
The Hawker Security Package
The programme's first acts are cover: free group critical-illness cover for older stallholders, and the FMAS–NTUC group-cover route widened to stallholders.
- PHILANTHROPY-FUNDED · GIVEN, NOT TRADED
- EXTENDS THE FMAS–NTUC GROUP COVER
It is delivered before any documentation request, survey or co-design ask. Group critical-illness cover is negotiated at pool rates for every stallholder aged 55+ at each pilot centre, the Lighthouses first (about 70 in every 120 stallholders, 238 at the three centres, about $750 a head a year, about $178,500 a year at the three), free in year one. Where it fits, the Package extends NTUC U SME's group cover for FMAS merchants' workers to critical illness and to stallholders themselves. It does not pay for exhausts, ducting or stall repairs: those are the landlord's and the hawker's own business, NEA or the Town Council for the centre, the hawker for his stall.

What it costs
≈$750 SGD · per head per year (critical-illness cover)
bought at group rates, for every stallholder aged 55 or over at each pilot centre – the Lighthouses first – and free in the first year. Assumption: about 70 in every 120 stallholders are 55 or over, because only the median age (60) is published
| Year | Line | Amount | Section |
|---|---|---|---|
| Yr 0 | Group critical-illness pool – 169 stallholders 55+ × ≈$750, year one free | $126,750 | the Budget Book, B.2 |
| Yr 1 | Group critical-illness pool – renewed; year one at Tekka | $178,500 | the Budget Book, B.3 |
| Yr 2 | Group critical-illness pool – 238 stallholders, renewed | $178,500 | the Budget Book, B.4 |
| Yr 3 | Group critical-illness pool – 238 stallholders, renewed | $178,500 | the Budget Book, B.5 |
What it builds on
NTUC U SME's group term life of up to $40,000 for workers of merchants in FMAS-affiliated associations, under its July 2024 memorandum with FMAS (§2.9).
Who gains
- Hawkers
- Insurance – first (§1.4).
- Government
- Seniors' dignity delivered visibly: an insurance card in an aunty's hand beats any press release (§1.4, §2.9).
