§2.11.1

Group injury and hospital-cash cover (§2.11.1 proposal 3)

Group injury and hospital-cash cover pooled through the tenancy, on top of ComCare and the private policies already sold.

Platform workers already have operator-funded work-injury insurance. Since 2018, at the Tripartite Workgroup's request, insurers have sold the self-employed Prolonged Medical Leave policies that pay daily cash, which few hawkers appear to hold; means-tested ComCare helps those temporarily unable to work. The proposal adds to both, widening the plan's §2.9 pool from critical illness for over-55s to every stallholder, priced at the Lighthouses first, and the pilot asks first why so few hawkers buy cover. It is to be priced; the plan's critical-illness pool runs about $750 a head a year for over-55s, an assumption until an insurer quotes.

Who pays

The library gives this mechanism no who-pays tag of its own.

What it costs

To be priced

To be priced as the Advisory Committee priced riders' cover: on WICA's standard terms, through an open insurance market, with premiums set by claims history (Recommendation 6). For comparison, the plan's critical-illness pool costs about $750 a person a year for over-55s, our assumption until an insurer quotes · NEA, insurers

What it builds on

Operator-funded work-injury insurance for platform workers; the Prolonged Medical Leave policies insurers launched for the self-employed in 2018, at the Tripartite Workgroup's request; ComCare Short-to-Medium-Term Assistance (Hawkers and Social Protection, C.4, §2.11.1).

Who gains

Hawkers
Cover for the body that does the work: today, if he burns his hand, the stall shuts, and unless he insured himself no one pays him for the week (Hawkers and Social Protection, C.1, C.4).
