§2.11.1

Count them: a hawker livelihood dataset (§2.11.1 proposal 5)

Flag hawkers in IRAS and CPF statistics and run an annual stallholder survey, so earnings, hours, savings and injuries are finally measured.

The State has measured hawkers' income once, in passing (about $1,470 a month in 2021, read from a chart in the Advisory Committee on Platform Workers' report), and does not measure their hours, savings, health or injuries, while MOM publishes monthly CPF, opt-in and injury statistics for platform workers. The dataset would be published yearly by the plan's independent evaluator. Its cost is low, acted on by NEA, MOM and CPF Board.
