Tax deduction on gifts (250% for IPC donors)
The existing 250% deduction for gifts to IPCs, once the Seed Bank has IPC status: no new decision, but about $5.7M of tax forgone.
Once the Seed Bank has IPC status (the Budget Book, B.6.2), donors receive the existing 250% deduction, extended to the end of 2029 in Budget 2026. It needs no new decision, being an existing IRAS rule. It is not money the Seed Bank receives but a real public cost, so the plan counts it in §7.7: about $5.7M of tax forgone over the campaign (Years 0–2), the largest Budget cost after the anchor and the match.
Who pays
The library gives this mechanism no who-pays tag of its own.
What it costs
≈$5.7M SGD · over the campaign (Years 0–2)
Tax given up ≈$5.7M over the campaign (Years 0–2), with major donors at a 23% top rate ($5.6M at 22%, $5.9M at 24%); a tax expenditure
The ask of Government
- Decision
- Tax deduction on gifts – the existing 250% deduction for gifts to IPCs, once the Seed Bank has IPC status (the Budget Book, B.6.2)
- Instrument
- No new decision: existing IRAS rule, extended to 2029 in Budget 2026
- Fiscal cost
- Tax given up ≈$5.7M over the campaign (Years 0–2), with major donors at a 23% top rate ($5.6M at 22%, $5.9M at 24%); a tax expenditure
- What it buys
- Not money the Seed Bank receives, but a real public cost, so it is counted here. It is the largest after the first gift and the match (the Budget Book, B.9).
From §7.7, the Budget Book, B.6.2.
Who gains
- Government
- An existing rule, extended to 2029; the tax forgone is counted openly as a public cost (§7.7).
Where the library discusses it
§7.7 · the Budget Book, B.6.2 · the Budget Book, B.6.1 · the Budget Book, B.9
Note: No chip of its own. Counted in Follow the Plate's 'about $1.08 of public money for every private dollar' during the campaign (the Budget Book, B.9). The deduction is also why a 1% pledge costs a company about 0.6% of its profit after tax (the Budget Book, B.6.1).
