§7.7

Joint owners for the next report to UNESCO

An NHB and an NEA director co-lead the hawker section of Singapore's next report to UNESCO, due 30 June 2027, with one shared Budget indicator.

Singapore's first periodic report (Dec 2024) named the threats to hawker culture but gave no count of practitioners or of stalls at risk, and promised to improve monitoring of "the communities of bearers and practitioners". The plan asks MCCY and MSE to name an NHB and an NEA director as co-leads for the next report's hawker section, signed off by both ministries and shared with FMAS, and to add one shared Budget indicator, such as hand-overs completed each year. The yearly at-risk count is offered as the method.

Who pays

The library gives this mechanism no who-pays tag of its own.

What it builds on

NHB prepared the 2024 report alone, with inputs from NEA and FMAS (§3.6).

The ask of Government

Decision
Joint owners for the next report to UNESCO, due on 30 June 2027 – MCCY and MSE name an NHB director and an NEA director as co-leads for the hawker-culture section, signed off by both ministries and shared with FMAS before it goes; and one shared Budget indicator for the element, such as hand-overs completed or dishes passed on each year
Instrument
MCCY and MSE (administrative); a Budget indicator on either head
Fiscal cost
Zero
What it buys
A once-in-six-years report becomes a reason to meet, and the promise to monitor "the communities of bearers and practitioners" gets a method and a starting count (§3.6). "Singapore can tell UNESCO in numbers what it now tells it in words."

From §7.7, §3.6.

Who gains

Government
Singapore can tell UNESCO in numbers what it now tells it in words (§7.7).
