Proposals · Part II · Rebuilding the hawker economy
Extending the Hawkers Succession Scheme (the Succession Assignment Right)
Upgrade NEA's 2022 succession scheme so retiring hawkers are paid for goodwill, successors' rent glides up, and more stallholders can use it.
- ASK OF GOVERNMENT · NEA AMENDS THE SCHEME'S TERMS
- ZERO FISCAL COST
- BUILDS ON · HAWKERS SUCCESSION SCHEME (2022)
HSS already lets retiring veterans assign their stalls to non-family successors, but only six transfers had completed by September 2025. The extension plugs the Succession Mortgage into that scheme, writes NEA's own three-year rent stagger into the Scheme's terms, to the applicable band at a pilot centre, opens eligibility to any retiring stallholder with a certified successor, pays the hand-over apprenticeship at Master Fellowship rates, and retires the signature-dish price freeze. HSS's anti-flipping, name and dish-continuity conditions stay, and assignment is limited to one hand-over per stall per generation, alongside the ballot rather than in place of it.
Who pays
ASK OF GOVERNMENT · SELF-FINANCING · BUILDS ON
What it costs
Zero
It requires no statute and costs nothing.
What it builds on
Hawkers Succession Scheme (2022): assignment to non-family successors enabled since 2022; 3-yr no-transfer & name/dish conditions; 6 transfers completed, 4 in progress and 2 veterans still seeking successors (Sep 2025) (§1.2, §1.3).
The ask of Government
- Decision
- Extending the Hawkers Succession Scheme – to certified successors, with goodwill paid through escrow and NEA's three-year phasing of the rent written into its terms
- Instrument
- NEA amends the terms of an existing scheme to allow a disclosed, capped goodwill payment for the craft and the name, never priced on the location, and to write in its own three-year phasing of the rent (§2.3)
- Fiscal cost
- Zero
- What it buys
- Turns a well-built scheme – six completed transfers in nearly four years – into the standing succession pathway. "Your stall can outlive you."
From §7.7.
Who gains
- Hawkers
- "Your stall can outlive you – and your retirement will be paid for by the queue you built" (§2.3).
- Government
- Turns a well-built scheme into the standing succession pathway, at zero fiscal cost (§7.7).
