§7.8

Downside mode and sunset economics

If fundraising stalls, both Lighthouses keep running and Tekka defers; if the sunset triggers, funds return to donors and the archive vests in NHB.

If the campaign stalls at the $12M first close, both Lighthouses keep running and Tekka defers: Year-3 spend of about $5.6M ($5,624,989), covers thirteen Master Fellowships, 23 relief cooks at Chinatown Complex and 6 at Geylang Serai, and from Year 4, at about $3.38M a year, no year runs short at the central assumptions. If the campaign closes, from Year 4 each centre funds new Fellowships at a maintenance rate fed by the yearly at-risk count, about 10% of its planning count a year: three centres cost about $4.13M a year and, at the central assumptions, no year runs short. The rate is an assumption; at 30% three centres would run short again, and the choice of how to pay for more is left for the count and the evaluator's first reports. If the sunset triggers, unspent restricted funds return to donors per gift terms, and the endowment corpus moves to a successor charitable purpose agreed with the Commissioner of Charities, the Seed Bank board and the Hawker Council. The archive vests in the National Heritage Board under the same non-exclusive, attribution-preserving licences.
