Proposals · Part VI · Year Zero, the Lighthouses and the Pilot Centres
Co-design with veto
Launch requires 40% of surveyed pilot-centre hawkers willing to engage, 100 cluster signatures and a majority of the elected Hawker Council voting to proceed.
Failing any threshold sends the design back to the community; failing twice triggers the wind-up protocol. The thresholds are the Seed Bank's own test, which it can fail; two conditions sit outside it and are not the Seed Bank's to grant: the vote of the centre's own hawkers, and the agreement of NEA or, where it manages the centre, the Town Council (§7.7). The author presents this as the strongest answer to any future critic: the hawkers themselves voted it forward.
