§2.11.1

Bookable relief cooks (§2.11.1 proposal 4)

Bookable relief cooks so that illness need not close the stall: the hawker's equivalent of an employee's paid sick leave.

It is costed in the plan's Relief-Hawker Corps and builds on NEA's joint-operator and nominee routes, which are too slow or too rigid for a sudden illness: a nominee takes 4–6 weeks, and a joint operator must work at least four hours every business day. The relief notice (§2.7) asks for speed and a short-cover variant, not a new rule. In HDB-rented and private coffeeshops it is easier, since there is no personal-operation rule; it needs the operator's consent.
